2025 Grantee Highlights: General Civil Legal Aid Providers
In 2025, NC IOLTA’s Board of Trustees awarded $12M in grants to more than 40 organizations dedicated to providing legal aid to low-income residents across the state and improving the administration of justice in North Carolina.
The three nonprofits highlighted here —Charlotte Center for Legal Advocacy, Legal Aid of North Carolina and Pisgah Legal Services — offer a broad range of civil legal services, from custody cases and domestic violence protective orders to foreclosure prevention, driver’s license restoration and access to benefits.
They received a total of $7.85M in NC IOLTA Civil Legal Aid grants, which provide basic access to the justice system for individuals, families and children residing in North Carolina. Read more about each grantee below.

Charlotte Center for Legal Advocacy staff and pro bono attorneys provide comprehensive civil legal services for the greater Charlotte region’s low-income residents. The nonprofit accomplishes its mission through a variety of advocacy strategies, including individual advice and representation, community education and outreach, representation of groups, self-help remedies, collaboration with other agencies, community economic development and impact litigation.
In 2025, CCLA received $765,000 in Civil Legal Aid grants to support programs including health care, housing, immigrant justice, low-income taxpayers and veterans. This funding also includes system support grants for organizational capacity building and technology upgrades.
CCLA’s legal services work in 2025 resulted in:

Legal Aid of North Carolina serves all 100 counties in North Carolina, providing free legal assistance in civil matters to those who need it most.
LANC’s team of attorneys, paralegals, social workers, staff and pro bono volunteers aid children, victims of human trafficking, survivors of domestic violence, seniors, veterans and other vulnerable individuals.
In 2025, LANC was awarded $5,925,000 in Civil Legal Aid grants to support programs in matters including education, employment, health care, housing, access to public benefits and seniors. This funding included $900,000 for domestic violence legal services; $600,000 for the Home Defense Project, comprising six legal services agencies working to preserve homeownership and housing stability for financially vulnerable and economically disadvantaged North Carolinians; a grant supporting access to legal aid for rural communities; and a system support grant for technology upgrades.
LANC’s legal services work in 2025 resulted in:

Pisgah Legal Services provides a broad array of free civil legal aid, anti-poverty advocacy and access to health care in 18 counties and the Qualla Boundary in Western North Carolina.
The organization helps the region’s most vulnerable residents meet urgent needs such as housing, safety from abuse, health care and income, partnering with pro bono attorneys and dozens of other area agencies to make sustainable change for people in crisis.
In 2025, PLS was awarded $1,160,000 in Civil Legal Aid grants to support programs including children’s law, expunctions, health care and housing. This funding included a system support grant for building organizational capacity.

Legislation passed by the North Carolina General Assembly on July 9, 2025, bars NC IOLTA from grantmaking from July 1, 2025, through June 30, 2026. Consistent with the legislation, our 2026 funding cycle has not been opened.

The NC State Bar and NC IOLTA continue to seek a resolution to preserve funding for civil legal aid, which plays a critical role in building a legal system that works for everyone, breaking down barriers and creating strong communities across North Carolina.
